I used a set of these. They hold water and rust out the hardware. Luckily I had some screw extractors so I was able to take my plate off with a little work.

These were entirely too small for my purposes, but look promising for future applications. Will fit over a standard 2/8" screw head, but nothing bigger.

For the small price you spend, these make a great cosmetic cleanup by hiding the ugly, often rusty screws on your license plate. The black is a bit shiny (I'd prefer matte) but not a big deal, really.
